I called the police last year when I spotted a poor dog $tuck in a locked up window shut truck. The owner was in Target. I stayed and snapped pics, then posted it on facebook as documentation. So many people looked and did nothing. It took 15 min for cops to show but it felt like hours. I wonder if its legal for bystanders to bust out windows of vehicles if we see an animal in distress. I wanted to and would have if the doggie looked distressed..
