Baltimore Highlands Woman Killed in I-695 Hit and Run

Judith A. Hill was struck near Edmondson Avenue, according to Maryland State Police.

Police said a Baltimore Highlands woman was killed in a crash that shut down Interstate 695 at Edmondson Avenue Thursday morning.

Judith A. Hill, 62, of the 2800 block of Manoff Road in Halethorpe, was driving a Chevy pickup truck when she stopped on the right shoulder of the interstate "for reasons unclear," got out of her vehicle and was struck, according to Maryland State Police. The vehicle that hit her left the scene, police said.

Troopers responded after a passerby reported a body lying on the median in the center of the beltway at approximately 7:30 a.m., police said.

Emergency medical personnel from Baltimore County arrived and pronounced Hill dead, police said. Her body has been taken to the Office of the Chief Medical Examiner, according to police.

Investigators said they believe the crash occurred at approximately 5 a.m. Thursday.

"Due to the severity of the incident, troopers closed the inner loop of I-695 in the area of Edmondson for several hours," Maryland State Police said in a statement.

Traffic was backed up from Edmondson Avenue to the Interstate 295 exit on the beltway Thursday morning at rush hour.

Police said the State Highway Administration was assisting with road closures and detours Thursday afternoon.

Maryland State Police are asking anyone with information to contact them at 410-780-2700. Calls will be confidential. Police said the crash remains under investigation.
