Quirk Announces Second CZMP Issue: North Rolling Road/Chadwick

 

CATONSVILLE, MD (August 9, 2012) – Councilman Tom Quirk has declined to up-zone the property located just north of Security Boulevard along the east side of North Rolling Road. 

“We are pleased that the Councilman heard our concerns and made the decision he did,” said Barbara Webb who lives in the Chadwick neighborhood impacted by the petition for zoning change.

The property represents issue numbers 1-010 and 1-012 on the list of comprehensive zoning issues for the 2012 cycle. The almost 3 acre property off Rolling Road is primarily zoned DR 5.5 which means that 5.5 homes can be built per acre. An interested party requested an up zone to BM (Business Major) in order to create a Rolling Road access point to a business along Security Boulevard.

“While I appreciate what the business owner was attempting to do, to grant that particular use would have made life very challenging for residents in that area, “Quirk said.  “Making a left onto Rolling Road to frequent the businesses along Security, or to get to the beltway would have become next to impossible.”

Comprehensive rezoning, known as CZMP, occurs once every four years. Any interested party can initiate the request including the property owner, community associations or the County. In the 1st council district there are 39 separate CZMP issues with a combined area of approximately 263 acres. The process takes approximately one year and includes public input meetings, planning board hearings and a final vote by the County Council. The vote is scheduled for August 28th.
