“If by the liberty of the press were understood merely the liberty of discussing the propriety of public measures and political opinions, let us have as much of it as you please: But if it means the liberty of affronting, calumniating and defaming one another, I, for my part, own myself willing to part with my share of it, whenever our legislators shall please so to alter the law and shall chearfully consent to exchange my liberty of abusing others for the privilege of not being abused myself.” –Benjamin Franklin, An Account of the Supremest Court of Judicature in Pennsylvania, viz. Maryland politicians' crime spree From political crime to legalized corruption, the state of ethics in the Free State is a sorry one May 24, 2012|By Douglas M. Schmidt For the past three years, Maryland has experienced an unprecedented crime wave of political corruption. The only comparable period in memory would be the 1970s, when a governor was jailed and a sitting U.S. vice president (who had served as governor and Baltimore County executive) resigned in shame. The current offenders have been high-ranking elected officials, and the offenses have been far more serious than simple lapses in judgment. They have involved a level of hubris and ethical depravity that are shocking by any standard. The sequence of scandals is subtly and slowly undermining trust in government as well as putting a sordid label on modern Maryland politics. The scandals also raise the question about how much corruption is below the surface and how deeply established it is in Maryland government. If the people at the top are cheating, what passes for acceptable practices among the rank and file? The scandals come at a particularly inopportune time for Maryland politicians, forming a backdrop of hostile public reaction to Annapolis tax increases and the push by leaders for more state-sponsored gambling.

Highlights The Landlord must repair and eliminate conditions and defects which constitute, or if not promptly corrected will constitute, a fire hazard or a serious and substantial threat to the life, health or safety of occupants, including, but not limited to: • Lack of heat, light, electricity, or hot or cold running water, except where the tenant is responsible for the payment of the utilities and the lack thereof is the direct result of the tenant's failure to pay the charges • Lack of adequate sewage disposal facilities • Infestation of rodents in two or more dwelling units • The existence of any structural defect which presents a serious and substantial threat to the physical safety of the occupants • The existence of any condition which presents a health or fire hazard to the dwelling unit Remedy for breach If the tenant gives notice of the condition to the landlord and a reasonable time to repair, rebuttably presumed to be 30 days, and the landlord fails to repair, then the tenant may initiate a rent escrow, pay the rent into court while suing the landlord, and take other actions and obtain other forms of relief. See §8-211(j) and following. http://www.bni-maryland.org/Documents/Landlord_Intro_Packet.pdf I just made a quick movie on our neighbors, Informing Neighbors for a better life no spell check ...you will get the point

At least 75% of the units must be occupied by low-income residents and either (1) at least 20% of the units must be occupied by very-low-income residents or (2) 40% must be occupied by residents that do not exceed 120% of the very-low-income limit for the area in which the housing is located (up to 25% of the units may be provided at market rates to residents who have incomes in excess of the low-income limit). The project must actually be occupied by poor and distressed residents, subject to a reasonable transition period (typically one year) to place the project into service. The housing must be affordable to the charitable beneficiaries. If the project consists of multiple buildings and each building does not separately meet the safe harbor requirements, the buildings must share the same grounds.
Its easy to find out through the web site. I will post later how anyone can do it. This will allow you of Arbutus and Catonsville to do this yourself. The website will also tell you that it is not 100% accurate on the site prior to using it, but you will know if that house in your neighborhood is 100% correct.

The Baltimore county Police do a fantastic job, but what is the reason from the down trend? There has been several issues that has been called in on 911 are u one? What you should know is that in case of a car accident (non injury) or a bike seat stolen off your child’s bike out of your yard? There are a few officers that have used your ignorance of the law in the past. What is the reason an officer not to write one? Laziness of the officer, politically motivations, department pushed, I raise this question because this been an issue in 21229 Arbutus years ago. A recent incident was not written when requested. Wilkins Department officers has been on the job and doing an above and beyond and becoming part of the neighborhood. My hope is this is a one time issue that one officer actions dose not reflect on the pride of officers we have worked with in ARBUTUS 21229. But 21229 falls into The Baltimore City Federal crime list (FBI) instead Baltimore County!
No cooperation with the management some units have been flooded and contain mold and now one has retained a lawyer for heath issues. Contacting the office but response of there Maintenance is null. The Complex has evicted tenants only to see them go from one building complex to another. Utility Basement Windows @ 4423 painted black, suspicious activity? Doors busted down @ 4419 the office has notified stated it would be fixed the next day weeks has past and no action, Teens loitering late night in this dangerous place Buildings have no visible building numbers facing the alley causing issue for law enforcement and any suspicious activity. The urinating out of a window, excrement, urination, excessive trash in the Patapsco watershed between the apt and Elm ridge Ave alley they do not address these issues . The local journalist this spring viewed and promised a huge Article on our complex issues in Arbutus 21229, but I assume that the potato got so hot it was dropped. I want to thank Elm Ridge participants’ that arranged clean up and worked together and the new participants in our watch the neighbor hood.
