County Targeting Adult Video Store

Business on 5600 block of Southwestern Boulevard has booths for anonymous sex, sources claim.

In response to renewed complaints from the community, Baltimore County has renewed code enforcement against Lovecraft, an adult video store on the 5600 block of Southwestern Boulevard that long has been the bane of many residents.

Across the street from the new MARC Halethorpe Station under construction, Lovecraft escaped the auction block last July by paying nearly $60,000 in fines and penalties just before the deadline.

According to officials and residents, the video store has once again installed more video booths than allowed by law and is being used for hook-ups by gay men looking for anonymous sex.

“It’s not like they’re hiding it,” said Pete Kriscumas, community liaison for councilman Tom Quirk at a recent meeting of Arbutus Improvement Association. “They’re on the internet saying, ‘Hey, the Arbutus bookstore is back open’ and telling you what they’re doing in there. You can Google it.”

Mike McAuliffe, president of Halethorpe Improvement Association, said that there are listings mentioning Lovecraft on the men-for-men section of Craigslist and other sites.

The interior of the store is equipped with video booths that are only partially separated, potentially allowing for anonymous sex, according to sources.

“About 75 percent of the store is set aside for these viewing booths,” McAuliffe said. “It’s littered with condoms and tissues. Whether it’s men or women, what’s going on there doesn’t belong in the neighborhood.”

According to court records, a county code inspector visited the business on Jan. 26 and found it “operating unlawfully.”

Under codes that went into effect last July, businesses must limit the amount of floor space and sales generated by adult material to 15 percent.

“I observed that there appeared to be an even greater percentage of adult products for sale than in past inspections,” Chip Raynor, inspector with the county’s Code Inspection and Enforcement office, wrote in documents filed with the court.

The county is moving aggressively to put Lovecraft out of business, the store's lawyer said.  According to court records, county attorneys filed a request for a temporary injunction on Feb. 9 to shut down the business. That request was denied by the court on Feb. 17. Meanwhile, the case for a permanent injunction continues, according to sources.

“The county has moved very aggressively to shut it down,” said Baltimore attorney Howard Schulman, who represents Lovecraft.

The county previously tried to shut down Lovecraft in 2010, according to court records. The video store removed the video booths and complaints from the community eased for a while.

“The booths were gone for a year-and-a-half,” McAuliffe said. “They just showed up weeks ago, and the boys are back.”

Schulman claims that Lovecraft is in compliance with county codes and laws, and said that he will “aggressively defend their constitutional rights.”

“It is operating within the confines of the county’s ordinances,” he said. “There have been efforts to comply with the county’s ordinances.”

McAuliffe said that the video store should operate in other areas of southwest Baltimore County that are more industrial, and not in a residential community.

“It does not belong in the neighborhood,” McAuliffe said. “It’s a blight on the neighborhood that we’d like to get rid of.”

I commuted from the Halethorpe station daily for 4.5 years, and never once saw a commuter leave the train and go to the video store across the street. I don't think MARC commuters are a significant market for that place.

Fascinating! We go all the way to Afghanistan, Kuwait, Iraq ...spend billions of dollars fighting wars, go to the moon and return, even talk about a future colony on MARS...are you kidding???? and can't for the life of us, shut down this "lovecraft" joint???? Excusemwahhhh...disgusting psychological warfare against the community.... at it's best me thinks!!! One would think the matter of closing this haven would be a slam-dunk.....but, oh no, these folks are protected by maneuvering the legal system....the other tax paying residents of the community,,,not so much!! Makes one very weary, indeed.

Al, of course some MARC patrons have visited the business at some point, but your original statement made it seem like the problem was mainly due to MARC patrons. I just don't think that is true. As others have said, a place like this attracts mostly men from far and wide.

The bigger blight is the commuters themselves. I live here, and I love the fact that when they get off the train and infultrate our neighborwhood which they use as a parking lot, they have to walk by the porn shop first. Fight the real enemy.

Disgusted, This video movie parlor and the infiltrating commuters are both a problem for the Halethorpe community. We continue to address each of these problems in different ways. Code Enforcement has been utilized to address the video booths and their glory holes ( 2" diameter holes drilled in booth partitions that allow male genitalia to penetrate the abutting patron's booth), while our State Delegates and County Council Aide have been asked to help with the commuter situation. We feel that the officials have been cooperative in helping stem the tide of commuters, but we nor they can stop the commuters from coming to the area. A lot of the MARC commuting government employees are given handsome incentives for dumping their cars and hopping on the train instead. We are hoping the new station being shifted south significantly from the existing one helps reduce some problems. No one likes the problems that the commuters cause, but clearly the two mentioned problems need to be handled differently. Considering the blight that this video theater cesspool brings to the neighborhood, we regard them as a real enemy.

Given the recent events in Annapolis by our elected represenatives, perhaps they could add a wedding chapel on premises....from hook-up to hitch-up, one stop service......
